Development of Belondekhar Village under CIDCO’s Land Acquisition Scheme: A Comprehensive Overview

The development of Belondekhar village, situated in the Uran area near the Ranjanpada station, represents a key part of CIDCO’s (City and Industrial Development Corporation of Maharashtra) ambitious urbanization project. As part of CIDCO’s efforts to create modern and well-planned residential and commercial spaces, Belondekhar and other surrounding villages are undergoing a major transformation. The area is being developed to meet the increasing demand for urban infrastructure, residential homes, and commercial properties, in line with the overall growth strategy of Navi Mumbai.

Land Acquisition and Compensation Model

CIDCO’s development strategy includes the acquisition of land from several villages, including Belondekhar, which is one of seven villages affected by this initiative. The landowners and farmers who have been part of the land acquisition process are being compensated with plots of developed land in the newly planned sectors of Ulwe, specifically sectors 26 and 27.

Initially, CIDCO followed a 12.5% allotment model for land compensation in the development of areas like Vashi, Panvel, and Ulwe. However, in response to farmer protests, especially following the land acquisition for the Navi Mumbai airport, CIDCO introduced a more favorable compensation model of 22.5% allotment. This change was made to ensure better equity and support for landowners affected by the project.

However, despite the 22.5% allotment, the actual compensation allocated to landowners after deductions for social welfare purposes is 15.75%. This deduction is made to contribute towards the welfare and development of the community, which includes funding for infrastructure development and other public services.

Example of Compensation Calculation

To illustrate the compensation model, consider an example where one acre of land is being acquired, which equals 43,560 square feet. Under the compensation model, 22.5% of the total area is allotted to the landowner. However, after the deduction for social welfare purposes, only 15.75% of the original 40,000 square feet is allotted for the landowner’s new developed plot. This means the landowner will receive approximately 6,300 square feet of developed land as compensation.

The value of the developed plots varies, with an estimated compensation rate of ₹10,000 to ₹12,500 per square foot for the plots in sectors 26 and 27 of Ulwe. The compensation package is, therefore, designed to be a fair exchange for the land acquired, while also providing landowners with valuable assets in a growing urban area.

Infrastructure and Development of the New Plots

CIDCO’s development of sectors 26 and 27 of Ulwe is an integral part of the larger urbanization plan for the region. These sectors are being transformed into modern, well-equipped localities that will be home to a wide range of residents and businesses. CIDCO’s commitment to providing essential infrastructure is a key aspect of this development.

Landowners who receive compensation in the form of developed plots in these sectors will benefit from infrastructure such as paved roads, electricity, water supply, and drainage systems. A crucial element of this development is the Floor Space Index (FSI) of 1.5, which is being applied to the plots. The FSI allows for the construction of multi-story buildings on the allotted plots, making it possible to accommodate a higher density of residential and commercial spaces. This feature will enable the efficient use of available land and cater to the housing and business needs of the region’s expanding population.

The Process for Landowners: From Document Submission to Plot Allotment

The process for landowners to receive their developed plots follows a systematic procedure laid out by CIDCO. Initially, landowners are required to submit their documentation, which includes land ownership proof and other relevant papers. Once the documents are verified, CIDCO moves forward with the allotment process.

CIDCO has published four official notices to inform the landowners about the land acquisition and allotment process. After these notices, landowners receive an initial allotment letter, confirming their entitlement to a plot in the newly developed sectors. This letter serves as a provisional document that recognizes the landowner’s rights to the developed plot.

Following the allotment of the plots, CIDCO prepares and executes a formal agreement deed for each landowner. This agreement legally formalizes the transaction and ensures that the landowners are granted full rights to the new, developed plots. The execution of the agreement deed marks the final stage of the land acquisition process, after which landowners can take possession of their new plots.
